One Person Arrested for Cruelty to Animals

A Paducah, Kentucky resident was arrested on Wednesday May 3, 2023, for several counts of Cruelty to Animals 2nd Degree. One charge stems from an investigation that was conducted in August 2022 and several more are a result of deputies with the McCracken County Sheriff’s Office locating the individual on May 3, 2023.

On August 26, 2022, the MCSO’s animal cruelty investigator responded to a residence on Olivet Church Road. The owner of the residence stated that Anthony “Mark” West had been evicted from the residence but left behind four dogs and one cat. The residence was covered in urine, feces, roaches, and fleas. The residence also did not have ventilation or air conditioning during the month of August. It was determined that the animals that were left behind did not have access to food or water.

Pursuant to this investigation, an arrest warrant was issued for Mark West for Cruelty to Animals 2nd Degree. Deputies searched for West but were unable to locate him.

During the evening of May 2, 2023, deputies with the MCSO were dispatched to a mobile home park on Clark’s River Road. A concerned neighbor had requested that deputies check on a neighbor that had not been seen in recent days. While conducting the welfare check, deputies could smell a very foul odor emanating from the residence. Deputies observed several dogs inside that appeared to be in poor living conditions with feces covering the floor. Deputies eventually discovered a deceased Chihuahua on the floor, being eaten by other Chihuahuas. No one was located inside the residence, but ten living Chihuahuas and the one deceased Chihuahua were located. The dogs did not have food and their water contained roaches.

On May 3, 2023, deputies continued to follow up on the incident at the Clark’s River Road residence. They discovered that Mark West was supposed to be caring for the animals. During the investigation they were able to locate West at another location and arrested him pursuant to the prior arrest warrant issued in August 2022. West was charged with an additional eleven counts of Cruelty to Animals 2nd Degree.

McCracken County Animal Control recovered the Chihuahuas from the Clark’s River Road residence. Animal Control assisted throughout both investigations.
