KSP Arrest TN Homicide Fugitive After Multiple County Pursuit

Kuttawa, KY (May 14, 2019)Trooper Will Propes was on routine patrol in Marshall County on I-24 around the 29 mile marker, when he observed a black BMW speeding as it traveled eastbound at approximately 08:14 P.M. on Monday May 13, 2019.  Trooper Propes attempted a traffic stop on the vehicle, but the BMW failed to stop.  Trooper Propes pursued the speeding vehicle on I-24 through Marshall, Livingston, and Lyon County.  The BMW exited at the 40 mile marker and collided with a pickup truck at the intersection.  No injuries were reported due to the collision.  The driver and two occupants of the BMW, fled on foot.  After a search of the area, two occupants were arrested within minutes, and the third was taken into custody approximately one and half hours later without incident.  Marques L. Kelly, 25 of Clarksville, TN, was wanted for a Homicide in Clarksville, TN.  Kelly was charged with Speeding 26 MPH or greater over the limit, Reckless Driving, Possession of a Handgun by a Convicted Felon, Fleeing or Evading Police 1st degree (motor vehicle), Fleeing or Evading Police 1st degree (on foot), Possession of a Controlled Substance 1st degree, 1st offense, Cocaine, Criminal Mischief 1st degree, Wanton Endangerment 1st degree, Possession of Marijuana, and Fugitive from Another State for the TN Homicide Warrant.  Kelly was lodged in the Christian County Jail.  Dequantis Crouch, 20 of Clarksville, TN was charged with Fleeing or Evading Police 1st degree (on foot), Possession of a Controlled Substance 1st degree, 1st offense, Cocaine, Possession of Marijuana, and Possession of Drug Paraphernalia.  Cemage D. Garrard, 26 of Clarksville, TN was charged with Fleeing or Evading Police 1st degree (on foot), Possession of a Handgun by a Convicted Felon, Receiving Stolen Property (Firearm), Trafficking in a Controlled Substance 1st degree, 1st offense less than 4 grams Cocaine, and Possession of Marijuana.  Crouch and Garrard were lodged in the Caldwell County Jail.
