On March 21, 2024, Deputies with the McCracken County Sheriff’s Office served a criminal summons on Lulu Brown for several crimes involving animals.

The investigation began on March 18, 2024 when the Sheriff’s Office received a tip alleging deceased dogs and improper treatment of animals. When the MCSO’s Animal Abuse Investigator arrived at the North 13th residence, she observed three deceased puppies and three more two-day old puppies that were extremely sick. The mother of the puppies as well as the surviving puppies were immediately taken to a local veterinarian’s office for emergency care. Two of the puppies ended up dying within 24 hours.

The mother of the puppies was emaciated, weighing only half of what professionals believed she should weigh. When she was located by deputies she was also tethered to a structure in a manner in which she could not care for her newborn puppies. It was also determined that the puppies were hypothermic and dehydrated.

After consultation with prosecutors, a criminal summons was obtained. Brown, 60 years old, was charged with six counts of Torture of a Dog/Cat with Serious Physical Injury or Death, two counts of Cruelty to Animals 2nd Degree, one count of Confinement and Control of Female Dog When in Heat, and two counts of Chaining & Tethering of Dog.

The McCracken County Sheriff’s Office investigated this incident in conjunction with McCracken County Animal Control.
