NEWS RELEASE
MONTICELLO, Ky. (November 8, 2024) – The Kentucky State Police, Post 11 London, received a call from Wayne County 911 requesting investigative assistance involving a house fire and that the residence owner could be inside on Old Springs Road in Wayne County just after 01:00 a.m.
The initial investigation reveals Detective Matthew Parmley responded to the residence and spoke with the Wayne County Fire Department, who had located a victim believed to be 64-year-old Mary J. Fulton of Monticello, KY. Her son, 43-year-old Joseph K. Fulton, who resides with her, was missing from the scene and had reportedly made statements claiming he shot his mother and set the house on fire.
Mr. Fulton is considered armed and dangerous and has an active arrest warrant. If you have any information regarding his whereabouts or if you spot him, please contact KSP Post 11 at 606-878-6622, call 911, or text the KSP tip line at 67283, starting your message with “KSPTIP.”

Mr. Fulton may be driving a 2008 grey or tan Dodge Nitro, Kentucky license plate BHH801, which is registered to his mother, Mary Fulton.
Detective Matthew Parmley is continuing the investigation. He was assisted by Kentucky State Police Post 11 personnel, the Wayne County Sheriff’s Office, the Monticello Police Department, Wayne County EMS, and the Wayne County Coroner’s Office. The incident remains under investigation by Kentucky State Police Post 11 London.
