Tourism event, road concerns and senior citizens among items brought forward at Tuesday’s Fiscal Court meeting

BENTON – [VIDEO FOLLOWS REPORT] Marshall County Fiscal Court met in regular session on Tuesday, July 21, 2015, and immediately went into Executive Session where discussions were held to hire September Watkins as a full-time employee of the Animal Shelter. The hiring freeze was lifted for the hire which was approved.

Scottie Henson appeared before the court with concerns over the condition of his road. According to Henson, the White family decided the road Henson resides on belonged to them. The Whites took the road over and sued the county over maintenance of the road.

Henson said in his research he found that the road at no time fell under the ownership of the Whites.

Henson has collected signatures of the residents on the road and was instructed to take this matter to Circuit Court to get the judgment of ownership of the road be set aside.

Henson can then petition the Fiscal Court for the road to be taken back into the county road system.

Robert Fowler, representing Marshall County senior citizens, is the Chairman of the Marshall County Advisory Committee on aging and Chairman of Marshall County Senior Citizens, Inc.

Fowler, along with a group of concerned senior citizens, were in court Tuesday with concerns over the status of our county centers and the services provided.

Josh Tubbs, Marshall County Economic development, informed the court about a new expansion project in Calvert City that will create 25 new jobs with an average salary of $20 per hour. Tubbs would like to offer this new expansion project the occupation tax incentive of 1/2% which the court approved.

Randy Newcomb, Marshall County Tourism Director, was on hand to discuss an event coming up they are planning called “The South’s Great Lake Fish Festival” on September 19th with the possible expansion to three days in the future.

FLW will hold a special tournament just for this event, which will be a multi species tournament with the hope of the tournament becoming a major event.

Those in the tournament can weigh in all day and can fish from the water, from the shore with any combination of teams or individuals. Many more activities are being planned as part of this event which will take place at the old beach area by Kentucky Dam Village.

Newcomb asked the court if they would be willing to be a $500 Gold Sponsor of this event with benefits that go along with being a sponsor as well as a member of “Team Kentucky Lake”.

The court approved the sponsorship of this event.

Bobby Gifford, North Marshall Water District, had a draw request for Sanitation District #1 in the amount of $17,988.54 from the Delta Regional fund which the court approved.

CORRESPONDENCE
Library Board
In a letter from Wayne Onkst, State Library Commissioner, names were submitted to fill a board vacancy and the court approved the re-appointment of Ricky Jones.

H.O.P.E. Clinic
The Clinic is preparing for their fall banquet which will take place on October 19 and 20 at the Kentucky Dam Convention Center. The Clinic requested support from the court for this event. The court will consider the request once it has been established what the court donated in the past.

The Lake News
The Lake News will be publishing a special edition on the “South’s Great Lake Fish Festival” and are soliciting support of this publication guide to the festival. The court agreed that due to the $500 sponsorship for the event just approved, they will at this time not advertise in this publication.

OLD BUSINESS
Smartpath Agreement
Changes to the agreement for the county’s new IT system, as suggested by Assistant County Attorney Jason Darnall, were made by Smartpath, therefore the agreement will be signed by Judge Executive Chyrill Miller.

The changes submitted to Kaleo have yet to be received.

Reach Alert
Benton Council member Rita Murray, informed the court that their council approved the use of the Reach Alert System at their meeting.
Murray and Reach Alert’s Ken Weber spoke to the court at their last meeting on the benefits of such a program.

The Fiscal Court feels they need further evaluation of the program to see if the need exists before entering into such an agreement.

IT Off-site Backup
The court approved the agreement to place the server at the Calvert City Library as a security back up.

NEW BUSINESS
North Marshall Water District
Board member Jerry Miller is resigning in August. Candidates to fill Miller’s position on the board will be considered by the court and voted on at the next meeting.

Jonathan Creek Water District
Board member Mike Edwards does not wish to be re-appointed to the Jonathan Creek Board. The court will look into possible candidates to replace Edwards on the board.

Sanitation District #1
The court approved the re-appointment of Kelly Wilson to the board.

Policy and Procedure Manual
Language changes to amended sick days provision and retirement system issue change to the manual was approved by the court.

County Road Clarifications
The court approved Cone Drive as an official county road accepted into the county road system and clarifications were made that Quail Ridge Road, Waterway Cove and Macon Drive are private roads and not a part of the county road system.

Bridge Bid Extension
Since no bids were received during annual bids for bridge work, The American Bridge Company has asked the court to extend their 2014-2015 bid through 2015-2016 at the same price which the court approved. Bridges will still be bid on an individual basis but the American Bridge Company price will remain the same.

Animal Control
The Animal Control officers need radio repeaters for their vehicles and need to bring their current radios up to standards. Funds are available in their equipment budget to do this which the court approved.

Park Surplus Bids
No bids were received for the park’s surplus property so the court approved for the property to be disposed of through the proper channels.

Aurora Ross Fire Protection District
The Aurora Ross budget for 2015 was approved by the court contingent on a date change that appeared on the report from 2014 to 2015.

Treasurer’s Report
The court approved the Treasury Report, Treasurer’s Settlement, Salary Schedule, Payroll Fund, Encumbrance Report and Intrafund Transfer.

Animal Shelter Report
Animals in the pen as of 5-31-15 was 57 –  23 brought in by wardens, 79 brought in by citizens for a total taken in of 102. Adopted were 73, 10 reclaimed, 27 euthanized and in the pen as of 6-30-15 was 49 with adoption fees totaling $1,959.

The August meetings of the Fiscal Court will take place on August 11 and 25th.
