Fiscal Court hears proposal for new phone and IT system, sets date for annual bid openings

BENTON – [VIDEO FOLLOWS REPORT] Marshall County Fiscal Court met in regular session on Tuesday, April 7, 2015, meeting in the newly renovated Fiscal Court Room. The room has undergone an overhaul that included new tile floors, new desk unit for all members of the Fiscal Court and a new sound system.

Two guests came before the court Tuesday. Scott Phillips is developing property in Draffenville behind CFSB and Hardees and was there to ask the court to take a road that leads to the property into the county road system.
More information is needed and will be provided by Phillips by the next court meeting which at that time, a public hearing will be set.

Kalleo Technologies
John Truitt with Kalleo Technologies in Paducah, spoke to the court on new proposals for new IT and phone systems for the courthouse, which also includes the Judicial Building.

The hardware for the phone system will need to be bid and advertising is slated to begin for that part of the system. An investment for years to come, Truitt feels the new phone system could possibly save the county $4,000-5,000 monthly.

Andy Lepisto is in charge of the county’s IT system which is in need of an update and this system will provide that with a backup system provided by Kalleo in the event it is needed.

Truitt explained the IT services that would be provided should the county go with their system, which includes many systems that will make the county’s computer systems run and function smoothly and efficiently.
The court will look over the proposal by Kalleo and make a decision at the next Fiscal Court meeting on April 21st.

Scotty Henson
Scotty Henson came before the court requesting the county bring back a road that his uncle Robert Turner owned and sold to the Wyatt family. Henson presented the deed that proves the said roadway is the property of Robert Turner. The deed proves the 30-foot right-of-way belongs to Henson once he took ownership of the land with the passing of Turner.

The county maintained the road for many years due to school bus traffic.
Henson must use the road to travel to Paducah three days a week for kidney dialysis. When the Wyatts claimed ownership of the road, they sued several entities that were associated with the road and it is now is in disrepair.

It was ruled in circuit court, according to Assistant County Attorney Jason Darnall, and found by a jury that it was a private road owned by the Wyatts.
Darnall gave Henson some suggestions on what possibly might be done and will check into it and present his findings at the next Fiscal Court meeting.

Kentucky Department of Libraries
The term of Carla Marshall on the Marshall County Library Board of Trustees will expire on April 30, 2015.  The recommendation of Carolya Darnall was approved to fill the term which will expire on April 30, 2019.

Palma-Briensburg Fire Department
Firefighter Trustee Jeff Robinson, has submitted his resignation due to moving out of the county. They have recommended Firefighter Danny Coursey be appointed to fill Robinson’s term which will expire in June 2015, which the court approved.

OLD BUSINESS
Health Department
The Marshall County Health Department Project Grant has been closed out with all steps completed.

Arbor Day
Marshall County signed a Proclamation for Arbor Day on March 18th.

Building Code Second Reading
The second reading of the Building Code Ordinance will be on April 21st at the next Fiscal Court meeting.

Expanded Jurisdiction
According to Wendy Baxter, a second reading of the Building Code Ordinance was not done after state changes in the wording. The Ordinance adopts the building code set out by the state.

County city mayors are prepared to set a board in place with each city, the Judge Executive and the Fiscal Court commissioners all having an appointment to the board that is being formed to approve the building permits.

NEW BUSINESS
Marshall County has proclaimed April as the Confederate History and Heritage Month upon the reading of the Proclamation.

The Marshall County Extension District budget for the fiscal year 2015-2016 was approved by the court.

The Marshall County Conservation District Annual Plan of Work was approved by the court.

Annual county bid openings have been scheduled for May 5, 2015.

County Road Superintendent, Russell York, requested approval to advertise a surplus sale which the court approved.

Animal Shelter
Animals in the pen as of 2-31-15 were 44, brought in by wardens 27, brought in by citizens 35, for a total taken in of 62. Adopted 61, reclaimed 8, euthanized 6 and in the pen as of 3-31-15 was 31. Adoption fees totaled $1,020.

The annual road aid hearing has been set for May 5, 2015 at 11:00 am, which allows citizens to voice their opinion as to where county road money should be spent.
