President Trump Signs into Law McConnell’s Bill Addressing Substance Abuse Epidemic

WASHINGTON, D.C. – U.S. Senator Mitch McConnell (R-KY) announced today that President Trump has signed into law the SUPPORT for Patients and Communities Reauthorization Act of 2025. This legislation includes the Comprehensive Addiction Recovery through Effective Employment and Reentry (CAREER) Act of 2025, which Senator McConnell introduced earlier this year.

The CAREER Act assists individuals recovering from substance use disorders by funding stable, transitional housing and offering essential support to help them reenter the workforce and sustain employment. This legislation reauthorizes and strengthens two successful programs established under the original CAREER Act: The Substance Abuse and Mental Health Services Administration (SAMHSA) Treatment, Recovery, and Workforce Support Grant Program and the Department of Housing and Urban Development’s Recovery Housing Program.

Since the CAREER Act was first signed into law in 2018, Kentucky has received over $12 million in federal funding. These funds have been distributed to organizations throughout the state to tackle workforce participation challenges linked to substance abuse. For the past six years, Senator McConnell has championed the CAREER Act and secured its funding through the annual appropriations process. His legislation has played a vital role in helping countless Kentuckians rebuild their lives, offering the stability of housing and the opportunity for meaningful employment.

“I thank President Trump for recognizing the value of this program and the dedicated organizations helping individuals, affected by the substance abuse epidemic, to reenter the workforce,” said Senator McConnell. “In Kentucky, this crisis has taken lives at an alarming rate, impacting not only families and communities, but also our workforce. This crisis demands our ongoing attention, and we will keep working to provide Kentuckians in recovery with the tools they need to rebuild their lives and stay on the path to sobriety.”

The SUPPORT for Patients and Communities Reauthorization Act of 2025 was introduced by Chairman of the House Committee on Energy and Commerce, U.S. Congressman Brett Guthrie (KY-02), and passed the House and Senate earlier this year.
