He was a member of New Home Missionary Baptist Church and a self-employed painter.
Joel is survived by his wife of 39 years, Lisa Jackson Skaggs; two daughters, Allison (Tim) Smith of Farmington, KY and Madison (Derek Roberts) Skaggs of Symsonia, KY; one brother, James Clayton Skaggs of Illinois; two grandchildren also survive.
He was preceded in death by one daughter Casey Skaggs and his parents James Walter and Betty Jo Skaggs.
A private memorial service will be held at a later date for Joel Skaggs. Byrn Funeral Home in Mayfield, KY is in charge of arrangements.
