Man Charged with Cruelty to Animals

The McCracken County Sheriff’s Office arrested a Paducah man on
Wednesday January 25, 2023 for Cruelty to Animals 2nd Degree.

Local law enforcement received approximately six phone calls in the
previous weeks regarding a male dragging a dog by a leash and grabbing
her by her scruff, causing her to cry. It was also alleged that the
male was kicking the dog. Law enforcement had been unable to locate
the man after receiving the calls even though they spent considerable
time searching.

On January 25, at approximately 2:00 PM, two city of Paducah
employees observed the male on South 31st Street in Paducah, KY. The
employees observed the male, later identified as Latavious Frazier,
dragging the dog and the dog did not appear to be moving. When the
employees attempted to stop Frazier, he lifted the dog by the leash
and then continued to drag to dog. The city employees called Paducah
911 and Paducah Police, McCracken County Animal Control, and the
McCracken County Sheriff’s Office responded to the area.

Animal Control located Frazier inside an apartment building on
Jefferson Street and spoke with him while Paducah Police located the
dog hidden behind appliances. Upon discovering the dog, she was
deceased. It was also learned that Frazier was squatting in the
basement of the apartment building.

Deputy Lindsey Miller of the McCracken County Sheriff’s Office, a
trained animal abuse investigator, arrested Frazier for Animal Cruelty
2nd Degree. Twenty-one year old Frazier was lodged in the McCracken
County Jail.

The investigation by the Sheriff’s Office and Animal Control is
ongoing. After consultation with prosecutors and other qualified
experts, more charges may be forthcoming.
