MSU selects new general counsel

Following a national search, the Murray State University Board of Regents has named Robert Miller as the University’s general counsel.

“With nearly 20 years of higher education legal experience, Robert brings a wealth of knowledge to Murray State University,” explained Steve Williams, chair for the
Murray State Board of Regents. “He has expertise in a wide range of legal matters, including employee relations, Title IX, real estate and land use and contract review.”

In this role, Miller will oversee the Office of General Counsel, which provides general legal services and support to upper levels of the Murray State University
administration in order to foster the accomplishments of the University’s goals and missions in a legally sound manner. He will begin his duties July 1, following the
retirement of the University’s existing General Counsel John Rall.

“First, I would like to thank and commend John Rall on his 21 years of work at Murray State and wish him all the best in his retirement. He has served us extremely
well,” Murray State President Bob Davies said. “I am very happy that we were able to attract Mr. Miller who has extensive experience as a university general counsel and has vast experiences. He will be able to step right in and assist us immediately.”

Miller has served as the general counsel at Eastern Illinois University (EIU) since 2007. Prior to that he served as the associate director of EIU’s Office of Civil
Rights and Diversity, where he was responsible for advising on civil rights, employee relations, Title IX and affirmative action issues.

“I am excited to be joining the Murray State community, and I appreciate the opportunity provided by the Board of Regents and President Davies to serve the University as general counsel, ” Miller said.

In addition to his positions at Eastern Illinois University, Miller served as general counsel at Adams Keegan, Inc., in Memphis, Tennessee. He earned his juris
doctorate at the University of Memphis and his bachelor’s degree in political science from Eastern Illinois University.
