Barber and hairdresser fee bill OK’d by House committee

FRANKFORT—Licensing and renewal fees for barbers, cosmetologists and related trades
would be set by regulation, not by law, under a bill that has passed a House
committee.

Rep. Robby Mills, R-Henderson, sponsor of House Bill 260, said provisions removing
existing fees from state law and allowing state boards to set their fees by
administrative regulation is one of two substantive changes proposed by the bill.
The other would allow board inspectors on the premises of shops and salons to review
paperwork related to board-licensed activities.

Both changes are supported by the state Board of Hairdressers and Cosmetologists and
the Board of Barbering, said Mills.

“These folks regulate and oversee thousands of licensees. I think it’s important for
them to be able to make sure that public safety and rules are being followed by all
the barbershops and salons,” Mills told the House Licensing, Occupations and
Administrative Regulations Committee before it voted to approve the bill.

HB 260 would also include so-called clean-up language in other areas. It proposes
changing the required training hours for estheticians and nail technicians and adds
definitions for certain trades, among other provisions.

Rep. Diane St. Onge, R-Fort Wright, said she supports the bill, as does her
hairdresser.

“My hairdresser on Monday read through the bill while she was doing my hair,” St.
Onge told the committee. “She was extremely pleased and very thankful for this
bill.”

HB 260 now goes to the full House for consideration.
