
BENTON – [VIDEO FOLLOWS REPORT] Marshall County Fiscal Court met in regular session on Tuesday, June 16, 2015.
Laura Hammonds, Director of Marshall County Health Department, appeared before the court to present their tax rate that was approved by their board at 7.5%, the same rate as last year. The court accepted the tax rate for fiscal year 2015-2016.

Mary Anne Medlock, Special Projects Coordinator for the Purchase Area Development District (PADD), brought before the court an Inter-local agreement that brings together the 17 counties in Western Kentucky which have been in partnership since 1983 for the purpose of establishing the Purchase/Pennyrile workforce consortium to administer employment and training programs in accordance with the Workforce Innovation and Opportunity Act. The 17 county fiscal courts will oversee all of the decisions and policies developed by the West Kentucky Workforce Board.
The 17 counties are Ballard, Caldwell, Calloway, Carlisle, Christian, Crittenden, Fulton, Graves, Hickman, Hopkins, Livingston, Lyon, Marshall, McCracken, Muhlenberg, Todd and Trigg.
The court approved the resolution.

Rachel Keller, on behalf of the Marshall County History Museum, which started last fall to raise money for a new building, have established their 501(c)3 tax-exempt status and requested $400 from the fiscal court to cover their official tax status so that they can begin to fund-raise for a new building, which the court approved.
Tim Barter addressed the court with four areas of personal concern, the first being the 45 mph speed limit posted on Hwy. 62 between Hwy. 95 past Loves gas station. Barter feels that the speed limit is too low and there should be better patrol through that section of road.
Barter also addressed a culvert on Long Valley Road that drains water out of the woods that causes water to stand when it rains and the center line paint on Long Valley Road that, according to Barter, motorists have to drive over the line due to the road being narrow and would like to see it repaved.
Barter also asked about the park drainage project which Commissioner Rick Cocke addressed.
CORRESPONDENCE
Ameribration
The Lake News sent a request to the court to advertise in their special Ameribration supplement which will be an insert in the paper on June 24th as well as available in places of business. The insert will cover all events and schedules of the Ameribration event.
The court discussed the growth and popularity of the event and agreed to pay for a full size ad in the amount of $819.
Bridge Signs
A letter from the District #1 inspector regarding bridge sign posting information that are analized at 18 tons and above by the Transportation Cabinet will be provided by the state highway department. Any below 18 tons will still remain under the county governments policy.
Judge Chyrill Miller read the list of bridges that were over 18 tons gross.
OLD BUSINESS
Energy and Environment Cabinet
From the Energy and Environment Cabinet, the Marshall County Fiscal Court was awarded a Household Hazardous Waste Grant in the amount of $10,200 in June of 2014. The letter informed the court that the grant funds were expended appropriately and the county was successful in meeting the required match which officially closes the 2014-2015 grant.
Budget Ordinance
The court approved the second reading and adopted the Budget Summary Ordinance for fiscal year 2015-2016 with a total county budget of $15,423,278.
Change Orders
Change Order requests have been made on the bid for the Hospital Road project with unit asphalt prices bid at the set yearly rate. More asphalt base was placed than was estimated in the original bid. The court approved the change order.
A Change Order request was approved on bridge work to be done due to money left over from the state on the paving project.
NEW BUSINESS
County Clerk’s Claim
The court approved the County Clerk’s claim for motor vehicle and boat bills for 2015. The Department of Revenue certified that the total number of motor vehicles and boat accounts amount to 41,773 as of January 1, 2015, which the Fiscal Court will pay the Clerk’s office 15 cents for the calculation of a tax bill for each account.
Barge Island/Moors Camp Highway
The court approved a resolution from the Kentucky Transportation Cabinet, adopting and approving the reimbursement of $425,000 to Marshall County to repave Barge Island Road as listed in the Highway Plan and will also provide $657,000 in reimbursable state funds to repave Moors Camp Highway.
Bid Openings
Bids were opened for a new dozer for the County Road Department with the bid awarded to Wayne Supply in the amount of $109,115 after a $15,500 trade-in.
A bid was opened for surplus property housed in the basement of the County Courthouse. One bid was received by Melanie Chambers in the amount of $10 for a wooden bench, which the court approved, and agreed for the remainder of the surplus property to be disposed of by the landfill and recycling center.
Kentucky Lake Subdivision
A recommendation has been made to make all speed limit signs in Kentucky Lake Subdivision 25 mph. The court approved the first reading of this ordinance.
Budgets Approved
The Extension District Board Budget for Fiscal Year 2015-2016 in the amount of $787,023 was accepted by the court.
The Hardin-South Marshall Fire Protection District estimated budget for Fiscal Year 2015-2016 in the amount of $88,475 was accepted by the court.
Treasurer Report
The court approved the Treasurer’s Report, Accounts Receivable Report and Intrafund Transfer Report by County Treasurer Emily Martin.
Animal Shelter
The Animal Shelter reports April 30, 2015, was 34, brought in by wardens 28, brought in by citizens 91, for a total taken in of 119. Seventy-seven were adopted, eight reclaimed, 21 euthanized and in the pen as of May 31, 2015 was 57 with adoption fees amounting to $1, 685.

Road Department
Russell York, Marshall County Road Superintendent, requested to purchase a pull-type sweeper with a trade in of the old sweeper. The current sweeper is too hard to turn around or back up on most Marshall County roads.

Larry Whitt, Parks Director, requested to advertise for bid, surplus material the park does not need.
