On Wednesday, May 30th, Sergeant William Treadway started an investigation of an altercation that occurred in the parking lot area of Walmart. Randy L. Payne, 66, of Providence Kentucky was captured on video shoving a female who had confronted him about his begging for money on the corner for weeks. As a result of the investigation Jason Darnall from the Marshall County Attorney’s Office presented the case to the Marshall County Grand Jury. On June 12th, Randy Payne was indicted on the charge of Harassment with Physical Contact.
