Marshall County Fiscal Court Meeting recap for Tuesday, March 1st

Guests: Scott Brown – local ABC Administrator – presented the first Marshall County Alcohol Beverage Control Quarterly Report for November 19, 2015 through January 31, 2016. The report has six establishments, which have yielded $15,570.26. Those include zero restaurants, four malt beverage, two private clubs and zero package stores. Brown also stated that each organization selling liquor must be operating by May 1st or ask for an extension. Once in operation, there can be no sale or transfer of license for three years.

Krista Garland presented mowing bids for facilities owned and operated by the county, which totaled 22. The winning bid, which take care of all lawn maintenance for the 2016 calendar year, went to Atkins Lawn Service at $16,500.

Old Business: The minutes were approved for the February 16, 2016 meeting of the Marshall County Fiscal Court.

A total of three bids were submitted for the rehabilitation work of Sanitation District #1’s five lift stations, which were rejected by Judge-Executive Kevin Neal. His reasoning including that the work has been going on since 2012 with no real progress made. Additionally, Neal said money was not available for the current bids that were sent in from Paducah and Mayfield businesses. Therefore, in order to get more information on what it will take to complete the project for the Aurora community, a Memorandum of Agreement was signed that will allow Rivercrest Engineering to assess the project and give notes on what should be done during the rehabilitation process at the cost of $7,000, which was approved.

One bid was received for the operation of concessions at Mike Miller County Park in Draffenville for the 2016 season at 15 percent of gross sales receipts from Larry Whitt of Magic Valley Catering. The bid was rejected as Judge Neal said that he had local restaurant business owners give an overview of the facility and concluded that a new cooking hood and cash register was needed to bring the facility up-to-standards. With the bid being denied, the part-time workers at the park will run the concession stand with the bid being re-advertised.

Sanitation District #2 in Draffenville has appointed Melissa Hale to the board of directors.

New Business: A Memorandum of Agreement was signed by property owners George W. Heater and Melissa Johnson of Retirement Circle in Marshall County so that the Marshall County Road Department can clear out a drainage ditch on the right-of-way of their property, located on the west side of their property.

The Marshall County Health Department presented an issue of a modular home on Echo Lane in the Echo Hills subdivision that is in a health violation, due to the septic system, of subdivision regulations and needs to be completely removed from Echo Hills by April 1st. The matter has been sent to Marshall County Circuit Court and is currently in the appeals process by the property owner. Therefore, the Marshall County Fiscal Court has no jurisdiction in the matter.

The payment of the bills was approved.
