Fiscal Court addresses board openings, building inspection fees and 2015 tax rates

IMG_0612BENTON – [VIDEO FOLLOWS REPORT] Marshall County Fiscal Court met in regular session Tuesday, September 8, 2015.

Kristi Tucker with Marshall County Libraries reported to the court on the status of the county libraries. Program attendance has risen and citizens continue to check out books at a high rate. Tucker provided court members with a summary of the library programs and activities attendance from the year. The library tax rate has remained the same for this fiscal year at 9.5% for real and personal.

Bobby Gifford, North Marshall Water District Superintendent, gave a report on Sanitation District #2 financing of their rehab project of the existing plant, as well as the adding  of Christian Fellowship and Marshall County High School into the district.

The District is seeking grants and loans for work that needs to be done. They are in immediate need of $20,000 to fix current problems at the plant and requested a loan from the Fiscal Court in that amount to be repaid when funding comes through to the District.

The court approved the $20,000 to the District on a short-term loan.

Gifford also reported that Sanitation District #1 is bidding the rehab of the existing manholes and lift stations.

Phone Scam
County Attorney Jeff Edwards informed the court of a phone scam in which the caller attempts to advise that a federal government grant has been awarded and tries to set up a process of transferring the money.

CORRESPONDENCE
Judicial Building
Judge Chyrill Miller read a letter from Scott Brown from the Administrative Office of the Courts, saying they have been advised that the Marshall County Judicial Building is in need of a sidewalk for jurors who park in the back and walk around to the front of the building to enter.

The AOC receives the quotes and reviews them, then deems if the work is needed or necessary. If authorized the county pays for the work and is reimbursed by the AOC.

Health Assessment
Marshall County Health Department and Marshall County Hospital invited the court to participate in a half day session to assess the health of Marshall County to be held at Kentucky Dam Village Convention Center on September 24th from 8:30-11:30 am.

OLD BUSINESS
Salt Contract
County Attorney Jeff Edwards is compiling information from the cities and is putting together a county bid contract for salt. With all cities going together in the same contract as the county, they save on the price of salt per ton.

Truck Bid
No bids were received for a Special Projects Crew truck. The court will allow Gary Teckenbrock to find a truck locally and obtain a price for the court’s consideration.

NEW BUSINESS
Tax Rates
County Treasurer Emily Martin read the 2015 County Tax Rates that show no increases, which the court approved.

Board Openings
The Marshall County Park Board will be seeking a new board member to replace Norman Lewellyn who has been a member of the board for 12 years and not seeking a new term.

Two board members have resigned from Sanitation District #2 and they will be seeking replacements. Board members have to be a customer of District #2.

Old School Wrestling
Assistant County Attorney Jason Darnall advised the court of the Old School Wrestling events and drafted an agreement to cover liability issues that could arise which will be signed by both the county and the event promoter. The event will take place at the Hardin Community Building with insurance on the event covered by the promoter.

Surplus Property
The court approved a 1996 Yukon to be declared as surplus by the Rescue Squad.

Building Inspection Fees
Benton city has collected building inspection fees in the amount of $12,894.60 over the past six months in covering the county inspections during that time. Emily Martin suggested that the full amount be requested then give a portion of that back as a gesture of good will to help offset some of their expenses in volunteering to provide the county with this service during that time. Twenty percent, in the amount of $2,550.92, was approved to cover their administrative fees.

Animal Shelter Report
In the pen as of 7-31-15 was 64, animals brought in by wardens 19, brought in by citizens 77, for a total taken in of 96. Adopted 54, in foster care and reclaimed 0, euthanized 52 and in the pen as of 8-31-15 was 54. Adoption fees were $1,888.

EXECUTIVE SESSION
The court went into Executive Session to discuss possible litigation, property and personnel.
The action to be considered from the session was to sign a contract with the new county residential inspector based on a submitted proposal which would run from September 1, 2015 to June 30, 2016. The contract was approved.

Meeting Dates
The third ABC Workshop will take place Thursday, September 10th at 9:30.
Thursday evening at 5:30 the state’s ABC Commission lawyer from Frankfort will be here to speak about and answer questions about obtaining a license.
The next meeting of the Fiscal Court will be September 29th, and one meeting is scheduled in October on the 20th.
